Process
To create a way for users to apply, we first needed to get an understanding of what information users would have to submit when applying. That meant getting an insight into how the bureaucracy of Oslo municipality functions. We quickly discovered that the best way to do this was by using prototypes as a conversation tool, when approaching employees in Oslo municipality and regular citizens of Oslo.

The main learnings from this was that the different departments (etater) in Oslo have lots of tasks and regulations that needs to be upheld. For instance, the Fire -and safety department (BRE) needs to ensure that fire engines maintain access to the street when social activities is ongoing. Therefore, maintaing the departments needs is just as important as the users in such an application portal, and we soon discovered that we also needed to attack the brief at a systemic level.

Delivery
Due to the need of systemic intervention, our final delivery includes a system plan aswell as a digital application portal. The goal of the system plan is to map out eligible streets in Oslo that is suitable for shutting of car traffic and being used as social gatherings. Then, all the eligible streets would be placed in the portal. This meant that whenever an application for activites in a particular street in the portal was submitted, the municipality would not have to investigate if the street was eligible or not.
